Alita Giuda is the Chair of the Environmental Practice Group. Alita provides strategic advice and precise execution in sensitive, high-profile proceedings, including energy development projects, resource extraction, infrastructure, and commercial and industrial development and re-development. She assists national, regional and local industrial and commercial developers in environmental, regulatory compliance, energy, construction, remediation, enforcement and litigation matters. Alita also advises developers and construction industry clients on permitting, land use and environmental review matters.

Adam is a graduate of the University of Oregon and Vermont Law School and is admitted to practice in New York, Pennsylvania, Vermont and Oregon along with the United States District Courts throughout New York.

Fred Hiffa leads NYMaterials’ lobbying and governmental relations efforts.  He provides legislative and strategic advice to his large transportation-related practice including NYMaterials.  Fred has extensive experience assisting clients with New York’s complex environmental regulatory compliance and siting processes.  He also services Park Strategies’ clients’ diverse interests in other areas including financial services, mining and economic development.

In February of 2021, Fred was named to City & State’s first Construction Power 50 List which identifies the leading contractors, public officials, construction managers, consultants and advocates who are building – and rebuilding – New York. 

Prior to joining Park Strategies Fred held senior positions in both the New York Legislative and Executive branches. Fred served as the First Deputy Commissioner of the NYS Department of Transportation (NYSDOT). In this capacity, he managed project selection and delivery for the Department’s $1.75 billion annual highway capital program. Working with the Governor’s office, Fred developed the agency’s $4 billion annual budget.

Preceding his time with the NYSDOT, Fred was the Executive Director to Assembly Republican Leader Thomas M. Reynolds. He was responsible for all management, policy, and public relations services for the Leader and his conference.

Donald Streeter, P.E.

Don Streeter is a Clarkson graduate who joined NYMaterials as a consultant after 35 years in the transportation industry, most of which was with the NYSDOT Materials Bureau.  His expertise is in the areas of materials, construction, and research with a focus on concrete.  Don has taught construction materials classes at Hudson Valley Community College and is active in the American Concrete Institute - Eastern NY Chapter.  Nationally he consults with the AASHTO Committee on Materials and Pavements, continuing over his 20 years of participation while at NYSDOT, and he has over 25 years of service with the Transportation Research Board currently serving as the Section Chair for Materials
