Committee Co- Chairs: Jason Kappel, Peckham Materials Corporation & Connor Campbell, Suit-Kote Corporation

Committee Mission: The Purpose of this committee to work independently and with agencies to develop specifications, procedures, and guidance to allow liquid asphalt suppliers the opportunity to support the New York State Asphalt Mix Producers. The Binder Committee was established in 2006 and has been a very active on behalf of the liquid asphalt industr with expert leadership and an engaged membership. The association continues to be a strong partner with agencies, but in particular New York State Department of Transportation’s Main Office Materials Bureau. This Bureau continues to work closely with the Binder Committee to insure that liquid asphalt is meeting the environmental & traffic requirements in New York State

Some of the initiatives this committee has overseen:

  • Move to Multiple Stress Creep Recovery (MSCR) grading system

  • Worked closely with NYSDOT to on mandating 100% Polymer Modified Liquid Asphalt’s

  • Development of a Warm Mix Asphalt Specification and Warm Mix Technology Approval Process along with the Asphalt Technical Committee

  • Revised the Approval and Payment Table associated with Liquid Asphalt Sampling and Testing

  • The list of initiatives worked on and finalized through this committee is far too long to list.

Suffice it to say that any and all specifications related to liquid asphalt have run through this committee.
